Description :
The Purchasing Manager will be responsible for leading teams to achieve corporate purchasing objectives across all purchasing categories in line with TOR’s overall sourcing and business strategies.
JOB DESCRIPTION:
• Ensure alignment and implementation of corporate purchasing strategies
• Ensure compliance of purchasing organizational norms and manage required supply base including negotiating, contracting, and supplier performance.
• Facilitate the TOR Operating Expense committee activities and achieve Opex reduction targets annually.
• Ensure supply security, cost competitiveness, and quality requirements
• Maximize use of e-Sourcing tools for RFQs, RFPs, auctions, and electronic Purchase to Pay transactions.
• Manage Purchase Card program and leverage/improve field purchasing activities.
• Expert use of Spend Classification, Analysis, and Reporting systems.
QUALIFICATIONS:
• B.S. Degree required. MBA preferred.
• Minimum 10 years purchasing and/or strategic sourcing experience
• Strong purchasing and strategic sourcing experience and a consistent track record of achieving/exceeding cost savings targets for the following categories

ADDITONAL QUALIFICATIONS:
• Microsoft Office Suite and ERP systems (SAP Preferred).
• ePurchasing applications including eSourcing, eProcurement, and web-based catalog management.
• Demonstrated leadership of teams and projects.
• Excellent negotiation, presentation, and organizational skills.
• Project management experience, excellent interpersonal skills, and social competence.
• Team builder and enthusiastic and effective team player.
• Entrepreneurial, imaginative, and tenacity to achieve objectives within a highly competitive market.
• Ability to drive change in a complex and changing organizational environment.
